Searching for a robust solution to climate and energy policy arrangements: Towards a first-best policy framework
Abstract
Australia has extensive experience in the development of state of the art policy arrangements and, from time to time, has been regarded as a policy development leader. In the case of climate and energy policy, however, we are still looking for a robust policy framework that can be expected to withstand the test of time. In this talk, Mike Young will begin by searching through a sample of the robust approaches that have been tried in an attempt to identify a framework that could be used to bring Australia to the forefront of this extremely challenging policy arena.
About the Speaker
Mike Young holds a Research Chair in Energy, Water and Environmental Policy at the University of Adelaide and was the Founding Executive Director of its Environment Institute. A fellow of the Academy of Social Sciences in Australia, and a Distinguished Fellow of the Australian Agricultural and Resource Economics Society, he leads the Global Water Partnership’s water-sharing initiative and is now working on options to improve prospects for a profitable transition to a low-carbon economy. In 2013/14, he spent a year in the Australia Chair at Harvard University developing guidelines for the transformation policy reform. Before joining the University of Adelaide in 2006, he spent 30 years with CSIRO as a researcher in Adelaide, Canberra and Deniliquin which included 3 years with the OECD in Paris.
